The top two units have separate utilities. The basement unit just draws hear from the other two units. This has always been sufficient fir the basement renter. The electric is also pulled from upstairs, about 50/50 between units, so the seller just paid a small portion of the monthly electric bill as a subsidy for the electric used in the basement. The seller also paid the water bill for all three units. About $60 a month. Because the basement unit did not have to pay any utilities, the seller was able to charge more for rent.
